Chairman SIRVES/SORS ELINT Working Group (SSEWG)

1. I would like to invite you to nominate an individual from your
organization to serve as chairman of the SIRVES/SORS ELINT Working Group
(SSEWG). A copy of the Letter of Instruction for the Working Group is
attached. (U)
2. As the focal point for both the SIRVES and SORS on ELINT requirements,
the SSEWG is responsible for improving the statements of technical ELINT needs
contained in the National SIGINT Requirements List (NSRL) and recommending
specific mission guidance for collection systems to the SORS. These tasks
involve, as a first priority, the expression of all NSRL requirements in the
KILTING format, the change and/or termination of certain requirements, and
establishment of a review process to determine requirements satisfaction.
These activities are expected to continue for the forseeable future and will
require strong and innovative leadership from the chairman of the SSEWG. (U)
3. Nominees for the position of chairman, SSEWG should be at the 05 or
civilian equivalent level, with experience in ELINT requirements and EW
matters. Senior staff level experience is also desirable. (U)

uninterrupted when the current chairman is reassigned 1 November 1985, it is
requested that your nominee be identified no later than 10 October 1985. (U)
