SUBJECT: Draft of Secretary of State Speech on
Southern Africa
REFERENCE: Memo for Multiple Addressees from ES/State,
dtd 13 Apr 85, Subject: Speech on Africa
1. We have reviewed the speech and note only one problem. The
characterization of RENAMO, the Mozambican insurgent movement, as "a
loose coalition of old Portuguese colonial interests, South African- and
Rhodesian-trained guerrillas, and disaffected ex-members of Machel's own
party" (page 20 of draft) prejudges an issue currently under study in a
forthcoming SNIE on Mozambique. The State characterization, in our view,
is subjectively biased against RENAMO and does not reflect the fact that
RENAMO has indigenous support and membership, especially from the Central
Mozambique Ndau and Manyika tribes. State's characterization will
infuriate US sympathizers of RENAMO (as well as RENAMO), and open the
Department to charges of inaccuracy.
2. Attached is proposed alternative language on RENAMO. We also
have adaed a suggested concluding point on the progressive nature of
private enterprise and capitalism, a point which could be used
effectively to tag the ringleaders of the disinvestment campaign as
anti-capitalists.
3. The criticism of the Clark Amendment on page 19 is particularly
welcome and we hope it makes it through the draft stage.

REFERENCE Your Memorandum of 13 April, Same Subject
1. We appreciated the opportunity to review this draft. I hope that
you will find the few comments we have to he helpful .
2. We particularly welcome the analysis of the Clark Amendment found
on page 19. We would suggest, however, that the last sentence of the
first paragraph be changed to read as follows:
'....Since 1975, UNITA has waged an armed struggle in the
countryside against the regime's monopoly of power, [and] has
steadily grown in strength and territorial control , and is a
factor which Post be taken into account in the ultimate so ution
to the Ango an N am> ian pro em.
3. We do not believe that the characterization of RENAMO on page 20
is accurate. RENAMO's expansion from an armed force of some 2,000 in
1980 to its current 12-15,000 active throughout 'Mozambique bel ies its
description in the draft as little more than a coal ition of old colonial
interests, FRELIMO defectors, South African and Rhodesian recruited
mercenaries. On sheer numbers alone this characterization is
incomplete. In addition, we believe RENAMO also has a tribal base among
the Ndau and Manyika tribes of central Mozambique who are excluded from
the FRELIMO leadership. We propose revising this sentence to read as
fol 1 ow s:
"RENAMO--a coal ition of disaffected indigenous elements with a
leadership somewhat tainted by a history of external support and
without any visible coherent political organization or
platform--is fighting against the Machel government."

4. We also propose an addition (on pages 24-25) to the section on
what Americans can agree on:
"Fifth, we believe that private enterprise and capitalism is not
only compatible with social progress but can also be an engine
of sociopolitical development."
This point correctly suggests that some of those arguing for
disinvestment are anti-capitalist in ideology and outside mainstream
American thought.
