Lognote--Chief, Okinawa Bureau--9 August 1985
TORII STATION--I made a courtesy call, along with) I on Colonel
Walter L. Cressler, Commander, U.S. Army Field Station Okinawa, at Torii
Station. Cressler confirmed to us that all field station activity at
Torii Station will cease on 1 October 1985. This activity is being trans-
ferred to Hawaii and elsewhere. The U.S. Special Forces, which began
moving into Torii Station in 1984, in October will take over the whole
base. Torii Station will continue to be designated a communications base
and the antennas will remain at least until May 1987, at which time the
Japanese Diet is expected to pass a new law governing U.S. base use in
Japan. Under current law, only a communications unit is permitted to
occupy Torii Station. Okinawa Bureau will not be affected by the move
of the U.S. Army Field Station from Torii. In the past, we had a backup
classified commun 7ions circuit through Torii, but we no longer have.
the need for one.

INTERESTING INFORMATION. I ASSUME THAT WHEN YOU NEXT VISIT
TOKYO YOU'LL KEEP YOUR EAR TO THE GROUND ON THE EXPECTED NEW LAW ON
BASE USE, AND WHETHER ANYONE EXPECTS ANYTHING THAT WOULD BE ADVERSE
TO OUR CONTINUED PRESENCE. NATURALLY WE DON'T WANT TO STIR SLEEPING
DOGS, BUT AN IMPRESSION FROM SOME RESPONSIBLE INDIVIDUAL SUCH AS THE
DCM MIGHT HELP. I AM NOT SOLICITING MARIO-TYPE HYSTERIA BUT WONDER
25X1IF THE RULING PARTY INTENDS TO MAKE ANY SIGNIFICANT CHANGES.

TES9 WE ARE WATCHING DEVELOPMENTS ON THE EXPECTED NEW LAW ON
BASE USE AND WHETHER IT WILL AFFECT US. WILL, AS YOU SUGGEST,
GET THE VIEWS OF THOSE CONCERNED IN TOKYO NEXT TIME I AM THERE.
AT PRESENT, SEE NO CAUSE FOR CONCERN AND MY IMPRESSION SO FAR
IS THAT INTENTION OF NEW LAW WOULD BE TO MAKE FOR LESS
RESTRICTIONS ON U.S. BASE USE. WILL WATCH SITUATION AND REPORT
AS IT DEVELOPS.
