Current FBIS Philippines coverage + Total of 1 hour, 40 minutes per day + Reception is fair to poor + All coverage at Hong Kong Bureau + Press receipts vary from 1-10 days 2. Issues + There are many more mediumwave transmitters than are audible at any FBIS site + Coverage is adequate in existing circumstances; coverage would not be adequate in crisis + FBIS has no beachhead in the Philippines 3. Problems + Embassy opposes increase to American staff in Philippines + Wants to be convinced there is information gap which must be filled by FBIS + Suggests "imaginative" approach; willing to consider proposals 4.
