This report, based on late 1969 and 1970 imagery, updates the previous basic
reporting on 12 of the major electric power plants in Liaoning Province, north-
eastern China. The cut-off date for information'is November 1970.
Changes were observed at only three of the plants. The Shen-yang Thermal
Power Plant Northeast was being converted to a heat processing plant. The
boilerhouse and generator hall roofs were modified and two of the three stacks
were dismantled between January 1969 and April 1970. At the Kai-yuan Thermal
Power Plant Ching-ho, the roofs of the boilerhouse and generator hall were re-
moved between November 1968 and December 1969. At the third plant, Lu-ta Thermal
Power Plant No. I Amanogawa, the smoke stacks were removed between September and
November 1970.
On the latest coverage, eight of the plants were operating and one plant
was probably operating.

electric power plants in Liaoning Province (see Figure I).

The roofs of the boilerhouse and generator hall have been removed at the
Kai-yuan Thermal Power Plant Ching-ho since November 1968, the date of the latest
photography used in the previous report. Photography of December 1969 revealed
that the roofs had been removed. They had not been replaced as of March 1970
(see Figure 2).
The plant was never completed and has never been observed operating.
