FIRST IDENTIFICATION OF SA-11 TELAR IN TURKESTAN
MILITARY DISTRICT, USSR (S)
1. (S/D) ~ one SA-11 TELAR (transporter-erector-launcher
and radar) was identified for the first time in the Turkestan Military District at Ashkhabad
Training Area Kelyata 3 USSR (Figure 1). The SA-11 TELAR (Figure 2) was
parked in front of a 16-bay, double-depth vehicle shed in a separately secured vehicle park at this
facility. No other SA-l I equipment was observed in the area.
2. (S/D) Ashkhabad Training Area Kelyata 3 is 32 nautical miles (nm) northwest of the
USSR/Iran border and serves as a support and training area for regional combined arms training
and maneuvers for the military district. Because the order of battle varies with seasonal training, it
cannot be determined at this time if the identification of an SA-I1 TELAR in Ashkhabad repre-
sents an equipment upgrade for the divisional antiaircraft artillery (AAA) regiment organic to a
motorized rifle division (MRD) headquartered at Ashkhabad Army Barracks AL-3/Headquarters
MRD The AAA regiment for this MRD was last observed in July 1980 at
Ashkhabad Army Barracks AL-3/Headquarters MRD and was equipped with 57mm S-60 antiair-
craft guns.
