TARGETS BEYOND 30 NAUTICAL MILES (NM) FROM FLIGHT TRACK WAS LIMITED
BY EXTREME OBLIQUITY, SMALL SCALE IMAGERY AND A SLIGHT OUT-OF-FOCUS
CAMERA CONDITION. PHOTOGRAPHY OF MANY AREAS GREATER THAN 35 NM
FROM THE PLANNED FLIGHT TRACK WAS GENERALLY UNUSABLE FOR DETAILED
INTERPRETATION OF MOST TARGET/EQUIPMENT CATEGORIES. INTERPRETATION
OF THIS MISSION, LIKE ALL OBLIQUE PHOTOGRAPHY, WAS HAMPERED BY MASKING
FROM TERRAIN AND VEGETATION.
THIS MISSION PROVIDED NEW OR UPDATED INFORMATION ON LAND AND WATER-
BORNE LOGISTICS ROUTES, LOGISTICS SUPPORT FACILITIES, TRANSSHIPMENT
POINTS AND STORAGE AREAS, SA-2 DEPLOYMENT, A LIMITED AMOUNT OF NEW
GROUND ORDER OF BATTLE INFORMATION, AND STATUS OF MILITARY BARRACKS
AND AIRFIELDS.
THE FOLLOWING IS AN EVALUATION OF THIS MISSION FOR SATISFYING EEI
FOR SPECIFIC TARGET CATEGORIES:

THIS MISSION WAS OF ADEQUATE INTERPRETABILITY TO ASSESS
THE EXTENT OF VEHICULAR MOVEMENT ON MAJOR ROUTES IN THE COASTAL
PANHANDLE AREA. THE TYPE OF VEHICLES ON ROUTES COULD NOT BE
DETERMINED AT DISTANCES GENERALLY GREATER THAN 25-30 NM FROM
THE FLIGHT TRACK. AT DISTANCES LESS THAN 25 NM FROM THE FLIGHT
TRACK, VEHICLES COULD USUALLY BE TYPED AS TANKS, CARGO TRUCKS,
TRACTORS, PROBABLE ARMORED PERSONNEL CARRIERS, ETC. IN MOST
CASES, IDENTIFICATION OF THE TYPE OF CARGO BEING MOVED, OR
THE FULL/EMPTY STATUS OF CARGO TRUCKS COULD NOT BE DETERMINED.
GENERALLY, THE SERVICEABILITY OF COASTAL ROUTES, INCLUDING
SURFACE CONDITIONS, BRIDGE REPAIR/RECONSTRUCTION, ETC., COULD
BE DETERMINED ON PHOTOGRAPHY AT DISTANCES 25 NM OR LESS FROM
THE FLIGHT TRACK.

B) LOGISTICS FACILITIES
TWO MAJOR RAIL YARDS WERE COVERED ON THIS MISSION.
PHOTOGRAPHY OF THE VINH RAIL YARD WAS OF FAIR INTERPRETABILITY
AND WAS ADEQUATE TO ASSESS THE DEGREE OF SUPPLY STOCKPILING
AND TRANSSHIPMENT, ROLLING STOCK COUNT BY TYPE, VEHICULAR
ACTIVITY AND THE STATUS OF RAIL YARD REPAIR. (THIS TARGET WAS
APPROXIMATELY 28 NM FROM FLIGHT TRACK). THE THANH HOA RAIL
YARD WAS COVERED ON IMAGERY OF POOR INTERPRETABILITY. NO
ASSESSMENT OF STOCKPILING AND SUPPLY TRANSFER WAS POSSIBLE.
AN APPROXIMATE COUNT OF ROLLING STOCK WAS MADE. (THIS TARGET
WAS 36 NM FROM FLIGHT TRACK). MISSIONS OF THIS TYPE ARE
ADEQUATE FOR ASSESSMENT OF THE HIGH INTEREST LOGISTICS RELATED
FACILITIES JUST NORTH OF THE DMZ. A GOOD ASSESSMENT OF NEW
AND EXPANDING LOGISTICS CAMPS, TRUCK PARKS AND PROBABLE
SUPPORT FACILITIES IN THIS AREA WAS POSSIBLE FROM THE SOUTH-
BOUND TRACK OF THE MISSION. (THESE TARGETS WERE GENERALLY
15-20 NM FROM TRACK ASSESSMENT OF THIS SAME AREA ON THE
NORTHBOUND FLIGHT WAS CONSIDERABLY MORE DIFFICULT BECAUSE THE

TARGETS WERE IN EXCESS OF 32 NM FROM THE FLIGHT TRACK. THE
DATA BASE ON MOST OF THESE TARGETS HAS BEEN UPDATED FROM THIS
MISSION. NEW TRUCK PARKS AND SMALL LOGISTICS SUPPORT CAMPS
WAS ALSO IDENTIFIED IN THIS AREA. IN OTHER AREAS, GENERALLY
IN THE NORTHERN HALF OF THE PANHANDLE, EQUIPMENT AND ACTIVITY
AT KNOWN TRUCK PARKS AND SMALL LOGISTICS CAMPS COULD NOT BE
INTERPRETED. SOME OF THESE TARGETS WERE LESS THAN 25 NM
FROM TRACK.
C) WATERBORNE LOGISTICS
PHOTOGRAPHY OF ALL COASTAL SEGMENT TARGETS COVERED ON
THIS MISSION WAS ADEQUATE TO ASSESS MOVEMENT OF COASTAL
LOGISTICS AND NAVAL CRAFT. THE MAJOR COASTAL TRANSSHIPMENT
POINT AT QUANG KHE WAS COVERED ON PHOTOGRAPHY OF POOR
INTERPRETABILITY. THE APPROXIMATE DISTANCE FROM FLIGHT TRACK
WAS 27 NM. A MODERATE LEVEL OF SUPPLY STOCKPILING WAS
OBSERVED AND MOST LOGISTICS CRAFT COULD BE TYPED. HOWEVER,

THE TYPE OF MATERIALS STOCKPILED COULD NOT BE DETERMINED. THE
PHOTOGRAPHY WAS ADEQUATE TO ASSESS ANY MAJOR CHANGES IN
TRANSSHIPMENT AND STOCKPILING PATTERNS. SEVERAL SMALLER COASTAL
AND INLAND WATER TRANSSHIPMENT POINTS WERE COVERED AND THE
TYPES OF CRAFT AND STOCKPILING COULD BE ASSESSED.
D) DETECTION OF MILITARY BUILDUP
A NEW ARMOR PARK AND A NEW SMALL FIELD ARTILLERY PARK WAS
IDENTIFIED ON THIS MISSION AT DISTANCES OF LESS THAN 20 NM
FROM TRACK. GENERALLY, THE IDENTIFICATION OF SPECIFIC
WEAPONS WOULD BE DIFFICULT BEYOND THIS RANGE. THIS IS
ESPECIALLY TRUE OR WEAPONS PARKED IN DENSELY VEGETATED AREAS.
E) SAM DEFENSES
NO NEW SAM SITES WERE FOUND ON THIS MISSION. THE
OCCUPANCY STATUS OF MOST KNOWN SAM SITES WAS DIFFICULT TO
DETERMINE. OCCUPANCY COULD ONLY BE DETERMINED BY COMPARISON
OF LAUNCH POSITION AND EQUIPMENT PLACEMENT WITH PREVIOUS
PHOTOGRAPHY. THE IDENTIFICATION OF NEW OR WELL CONCEALED
FIELD-DEPLOYED SAM SITES WOULD BE EXTREMELY DIFFICULT. NEW

A MODERATE AMOUNT OF SUPPLY STOCKPILING AND ACTIVITY WAS OBSERVED
AT THE QUANG KHE TRANSSHIPMENT POINT. UNIDENTIFIED SUPPLIES WERE
STACKED IN OPEN STORAGE. VESSELS PRESENT AT THE TRANSSHIPMENT AREA
INCLUDED ONE PROBABLE TYPE 16/17 BARGE, SEVEN PROBABLE TYPE 46/47
COASTERS, THREE FERRYS AND 10 OTHER SMALL WATERBORNE LOGISTICS CRAFT.
THE ROUTE 1A FERRY CROSSING AT THE TRANSSHIPMENT POINT WAS ACTIVE WITH
BOTH NORTH AND SOUTH BOUND TRAFFIC AT THE FERRY CROSSING. APPROXIMATELY
55 CARGO TRUCKS WERE ON THE ROUTES AND IN VICINITY OF TRANSSHIPMENT
AREA. QUANG KHE TRANSSHIPMENT IS LOCATED AT 174200N 1062900E. THIS
TARGET WAS 27 NM FROM THE PLANNED FLIGHT TRACK.

A NEWLY IDENTIFIED, SMALL ARMOR CAMP WAS IDENTIFIED ON THIS
MISSION. THE CAMP CONTAINS 12 SMALL BUILDINGS AND A SMALL VEHICLE
PACKING AREA. EQUIPMENT IDENTIFIED AT THE CAMP INCLUDES NINE T-54/59-
TYPE TANKS, FIVE PROBABLE APC, ONE POSSIBLE ARMOR RECOVERY VEHICLE
AND FOUR CARGO TRUCKS. THE CAMP IS LOCATED 21 NM SSE OF DONG HOI AT
171030N 1065018E. THE TARGET IS APPROXIMATELY 17* NM FROM TRACK.
(*THIS DISTANCE HAS BEEN REFINED FROM INITIAL MENSURATION OF 22 NM).
FIELD DEPLOYED SA-2 SITES
NORTH VIETNAM
(N-8300)
THANH HOA SAM SITE A02A-2 (NVN 578) WAS OCCUPIED BY FOUR
SA-2 LAUNCHERS AND TWO ELECTRONICS VANS. EIGHTEEN OTHER VEHICLES
WERE PARKED IN THE VICINITY OF THE SITE. DETAILED INTERPRETATION WAS
LIMITED BY OBLIQUITY AND CAMERA FOCUS. THANH HOA SAM SITE A09-2 (NVN 560),
LOCATED ADJACENT TO SITE 578 WAS UNOCCUPIED. A TOTAL OF 33 KNOWN
SAM SITES WERE IDENTIFIED ON THIS MISSION. OF THE SITES IDENTIFIED
TWO WERE OCCUPIED, TWO WERE POSSIBLY OCCUPIED AND EIGHT WERE UNOCCUPIED.
THE OCCUPANCY STATUS OF THE OTHER 21 SITES COULD NOT BE DETERMINED
DUE TO THE POOR INTERPRETABILITY OF PHOTOGRAPHY. SAM SITE NVN 578 IS

TRACK AT THIS POINT. COVERAGE OF THE TARGET WAS APPROXIMATELY
42 NM FROM THE FLIGHT TRACK ON THE NORTH TRACK OF THE MISSION. ON
THIS PHOTOGRAPHY THE TARGET AREA COULD BE IDENTIFIED ONLY. NO
VEHICLES OR DETAILED INTERPRETATION COULD BE MADE FROM THIS COVERAGE

FOCUS SHIFT WITH PROGRESSION OF MISSION
(N-8302)
TECHNICAL EVALUATION OF THE MISSION REVEALED A MODERATE DEFOCUS
CONDITION. THE PHOTOGRAPHS ON THIS BOARD ILLUSTRATE THE CONDITION
IN THE EARLY PHASES OF THE MISSION (NORTH TRACK)'AND HOW THE
CONDITION IMPROVED TOWARD THE END OF THE MISSION. THIS PROBLEM COULD
HAVE GONE UNDETECTED ON THE PREVIOUS SCOPE SHIELD MISSIONS, DUE TO THE
HEAVY HAZE CONDITIONS ENCOUNTERED. MISSION S-033E WAS EXCEPTIONALLY
CLEAR OF ATMOSPHERIC PARTICULATE SO THAT A FOCUS SHIFT COULD BE
DETECTED. THE CONDITION IS CAUSED BY A TEMPERATURE VARIATION WITH
THE H CAMERA LENS.
