Dear Allen:
It has occurred to me that we are spending considerable time
at the Intelligence Board meetings on non-subs ive matters that
could well be handled by our representatives y
morning meeting.
I propose that we consider the establishment of an executive
committee, chaired by a member of your organization, which would
meet prior to regularly scheduled USIB meetings to preview the
agenda, tentatively pass on release items, postmortems, validity
studies, editorial changes, and other lesser matters. In addition
it could work the agendas and assist the Secretariat with
administrative and policy matters. It would also provide official
working level points of contact within the intelligence community.
We, of course, would be briefed on their actions prior to our USIB
meeting.
I offer this suggestion in the belief that such a committee
would save us valuable time, and would allow us to concentrate on
the more important substantive issues of the moment.
