1. Bud Wheelon and I had lunch with Dick Bissell
on Friday. It was most rewarding, particularly in view
of the background he was able to provide on the U-2,
OXCART, and CORONA operations. He also had some
very constructive views on CORONA management and went
along with the Program E concept (which you have in hand
from Wheelon) if the NRO were going to be continued along
its present organizational lines.
2. We did not talk utilization of Bissell by the
Agency although it was apparent to me that he is interested
in 0 would undoubtedly be interested in NRO, and is
certainly about to be unemployed as a public servant. Joe
Alsop's article this morning appears to confirm the latter.
I think Bissell could do a real job for us either at =or
as Director, NRO. You may wish to sound out a few people,
including yourself, on Bissell's general acceptability for
employment in either of these activities.
