The real dismemberinent of the viceroyalty began at Che Cime of ita creation; however, it was sube~ct to a delayed measure adopted in 1777. - This was when Spain thought it neceaeary to oppoae the Portuguese Empire, ~ since, ~hortly before~ following the lines of Portuguese i,nterest, ie had - put an end to the atrateg~.c Jesuit aettlementa, which had colonized !;hat area from 1609 to 1767. The administration of the great Paraguayan province, separated fro,m Che be- ginning from that of Buenos Aires, was dependent on the viceroyalty of Peru only to end up (in 1717) belonging to the viceroyalty of the La Plata River. For that reason~ Paraguay fel~ itself intimatsly linked to the temporal power ~ fo the Jeauits in America. Paraguay, *.he heart of native America, felt it- - self rooted in the establiahment of tuissions. Julia Velilla Laconich de Arellaga (Paraguayan geopolitical expert) says: ~ "When the conquistadors, crosaing over the Andes, arrived at Potosi, the ,advance of the La Plata River Spanish became a retrocession. Hernandarias~ who longed to unite theae rhree geographical areae which now constitute URUPABOL [Uruguay- Parnguay-Bollvia]~ stresged Che negative aspect of divid3ng the province (Buenos Aireg and Paraguay), if the Chree settlementa he suggested were not carried out ro completior?: a city in Monte Ovidio, now Montevideo; another - on the Uruguay River; and a third between Asuncion and Charcas. ~ "Vera Province remained abandone.d, ita principal port of that time ~w being kno~:n as Paranagua (IIrazil), and Chia region, known fundamentally, stratebi- r,=: cally aiid economically as Che Prnvincia Gigante del Paraguay, was Che first p~ee2 of the mother country to be abeorbed by the Brazilian Empire. "The policy of Buenos Airea, in violaticn of Argentine interesta and those of other provinces of the viceroyalCy, has no explanaCion and even less ~us- tific~tion." - The protagoniats of Buenos Aires, like all others, committed tactical and = _ profound errors, but it is easy, from the vantage point of the 20th century, to understand the difficulties and desperation of the Men of May. Expeditions - aimed at unifying the viceroyalty (like that of Gen Manuel Belgrano to Para- guay) did not obtain the expected reault. A skilled economiat, Belgrano could not fail to see Paraguay's importance in the overall La Plata picture. The short duration of the viceroyalCy had not succeeded in creating stronger ' ties among its conatituents. The more meaningful and stronger port interests had gained momentum much more quickly.
