There is much evidence that through more than PO years of clone association
in the Huang-p'u Military Academy, in the anti-Ccesuniet campaigns off' the 1930'x,
in other field commands, and the Ministry of National Defense, President CMeng
has held Gen Chen Ch'eng (Jeda 12864, 11018) in high esteem and has seemed to
treat him as his understudy to whom he could oventaally turn over his heavy
military rsaponeibilitioa. Chen in aLvut the only man who can talk freely with
Chiang, differ with him and get away with it. There have been numerous occasions,
when after earnest debate, Chiang has yielded and accepted Cl'en's views. Chen
has predminant influence among &) percent of the Army and all of the Navy and
ASr Yore,, and has great weight in poLAical and party administration. People
in the know have no doubt that he is Chiang's most trusted man.
