STATUTE OF THE B[B,GARIAN W ISTRy OF CULTURE

1. The Ministry of Culture is an organ of state administration of the
People's Republic of Bulgaria and functions on the basis of existing national
laws and executed government decisions and directives.
2. The Ministry of Culture, in close collaboration with creative unions
and mass organizations, executes government policy in the realm of culture in
order to educate workers in the spirit of socialism.
The Ministry of Culture has the following basic duties:
1. Acts in an executive capacity for the advanced schools, scientific
and cultural institutes, and offices under the ministry as it directs, plans,
integrates, and controls their educational, scientific research, and creative
art activities.
2. Leads the fight for complete victory over the remnants of bourgeoisie
ideology and for the building of a culture, national in form and socialist in
content, in the People's Republic of Bulgaria.
3? Guides, controls, and assists advanced schools, labor reserve schools,
and, as concerns scientific methodology, technical schools engaged in the
training of specialists and scientific workers, ordinary managerial and execu-
tive technical cadres necessary for the people's economy, the state structure,
scientific institutes, offices, and public organizations.
4. Guides, controls, and assists schools in accomplishing their work of
training highly qualified artists, musicians, dramatists, etc.
5. Approves curriculum plans for schools under the Ministry of Culture
as well as for technical schools.
6. Assists creative workers in creating highly artistic and realistic
products, national in form and socialist in content, as it constructively
utilizes Soviet experience and th heritagc of progressive Bulgarian national
culture.
7. Guides dramatic and operatic theaters, orchestras, ensembles, churches,
and other state cultural institutions, and directs them along the path of soc-
ialist realism.
8. Guarantees the development of motion-picture art along the path of
socialist realism and assures complete use of the motion-picture theater for
the uolitical and ideological training of our people.
9. Directs and controls photographic work.

10. Directs nationwide radio information through which it actively con-
tributes to the training of the Bulgarian people in the socialist spirit both
politically and artistically; popularizes socialist achievements; offers timely
and precise information on all questions of social, political, and cultural
life in our, country, the Soviet Union, the People's Democracies, and the entire
world.
11. Directs, simultaneously through its local organs, the entire network
of state cultural and educational establishments (libraries, museums, cultural
and recreational parks, etc.).
12. Acts in an executive capacity, encourages, and directs the correct
development of self-expression in art; investigates progressive traditions of
the people's creative power; and assists in their further development.
13. Assures the correct ideological direction, publication, and nation-
wide dissemination of scientific and artistic production as well as of scholas-
tic achievements for all schools through publishers, polygraphic enterprises,
and "Publications" enterprises managed by the ministry.
14. Guarantees the printing of newspapers and s-aazines.
The Ministry of Culture consists of the following administrations:
1. Higher Education Administration (Upravlenie na vissheto obrazovanie).
2. Administration of the Arts (Upravlenie po izkustvata).
3. Cinematography Administration (Upravlenie na kinematografiyata).
4. Radio Information (Upravlenie no radioinformatsiyata).
5. Administration for Publishers, Polygraphic Industry, and Trade with
Publications (Upravlenie na iedatelstvata, poligraficheskata promishlenost i
turgoviyata s pechatni proizvedeniya).
6. Administration for Labor Reserves (Upravlenie na trudovite rezervi).
7. Administration for Cultural and Educational Institutes, and Self-Ex-
pression in Art (Upravlenie Kulturno-prosvetni instituti i khudozhestvena samo-
deynost).
8. Administration for the Methodical Management of Technical Schools
(Upravlenie za metodichesko rukovodstvo na tekhnikuwite).
Depending on the needs, directorates (direl;tsii), departments (otdeli),
enterprises (predpriyatiya), etc., miy be formed under the ministry and its
administrations. Their organization, duties, and activities are regulated by
ministerial rulings (pravilnitsi), instructions (instruktsii), and directives
(naredbi). The local organs of the Ministry of Culture are "Culture" sections
(otdeli) and units (otdeleniya) attached to people's councils (narodni suveti).

The Minister of Culture issues, within the limits of his authority,
orders, directives, instructions, rulings, etc., which are binding both on the
offices and enterprises under the ministry and on the "Culture" sections and
units attached to people's councils but directed by the ministry.
Disposition by the Minister of Culture of questions concerning cul-
tural and educational work Is binding on all departments and organizations
ccncerned with cultural and educational work.
2. The minister appoints and dismisses persoinel of the ministry and of
the subdepartmental offices and enterprises. The minister can delegate author-
ity to deputy ministers, administrative chiefs, and directorate managers.
3. The Minister of Culture is assisted in his work by deputy ministers.
They are responsible for the management of their positions and for the duties
assigned to them.
4. The ministry includes a board (kolegiya) whose members are selected by
the Council of Ministers on the basis of recommendations from the Minister of
Culture. The board acts as the minister's consultative organ.
The board is convened by the minister or, in his absence, by his
deputy, [to discuss] a precisely determined and previously announced agenda.
The board reviews basic ministerial questions, important orders, directives,
rulings, reports to the Council of Ministers, ministry instructions, and
managerial accounts from the ministry and. its sub-departmental offices, enter-
prises, etc. The board's decisions become effective after they are affirmed by
the Minister of Culture. The decision of the Minister of Culture is final in
cases of differences of opinion between the minister and board members. In
cases of differences of opinion or disagreement with the minister, board members
must notify the Council of Ministers of their point of view.
5. The present statute becomes effective from the date of its publication
in Izvesti na Presidiums na Naro!note subranie (Information of the Presidium
of the eoples Assembly).
