On the evening of January 14 and during the 15th, the Defense
Department will sponsor a conference at the National Defense
University on "Low-Intensity Warfare."
Cap will give the keynote speech at the dinner; George Shultz
will give the luncheon talk; Jeane Kirkpatrick agreed to talk on
the Soviet role, and we have Ted Koppel chair a panel on U.S.
domestic aspects. The conference will be on-the-record with
media present. An agenda is attached.
The idea of the conference is to raise the awareness in Congress
and the public about the importance of "small-scale" warfare in
many regions with the Soviets or their surrogates supporting
one side. In such cases as El Salvador or Thailand, the U.S.
is providing security assistance; in such cases as Nicaragua,
we seek to help the freedom fighters.
There will be over 100 invitees, mostly governmental and private
experts on-counterterrorism, special operations, and related
military subjects. People from your agency have been invited.
I wanted you to be fully informed about the purpose and thrust
of this conference, and if you have a>xy concerns, we can talk about them when I see you on , - January.
I hope your schedule will perms you to attend the dinner on
14 January; you will be receiving a formal invitation from Cap.
