The first Tadzhik State UnivereAty has been established in Stalinabad.
Leading scholars of Tadzhikistan and from Moscow and other cities have been
invited to Join the administration and faculty. Two hundred students, mostly
natives of Tadzhik and Uzbek SSRs, enrolled for the first semester. The
university will prepare historians, philologists, soil scientists, zoologists,
botanists, physicists, etc. laboratories, a museum, a botanical garden, an
astronomical observatory and other scientific units are being built on the
campus. In 1948 - 1949 the university will have 12 departments.

There are r.o6 more than 130,000 students in the 159 higher schools of the
Ukrainian SSE, ebieh is considera!',y above the prewar figure. Many veterans of
World War II are among tun 32,000 stulente entering the first year course this
year, There are nearly 13,000 scholars on the staffs. of Ukrainian higher schools,
4,483 of whom have academic titles such as doctor of science, professor, candi-
date in sciences, and docent.
There are, however, some higher schools which have no instructors with aca,
demic titles. There are cases where doctors of science are working as assistants
and senior laboratory workers in medical institutes under the Ministry of
Health, and yet several higher schools employ persons without scientific degrees
as department heads. Many scholars are concentrated in the large cities although
there is a need for them in higher schools in the outlying districts.

In spring 1948, 18 higher educational institutions of ".lma-Ata gred.uated 1,268
young specialists.
The fact that 5,068 applications were received to fill the 3,250 vacancies
in Alma-Ata'o higher schools attests to the desire of Kazakh youth to receive
higher education.

A branch of the A11-Union Correspondence Institute of Statistics which .-ill
have an economic planning &nd an economic statistics department is scheduled
to -pen inYcrevan. e The 5-y- course does not interfere with tha students'
jobs. The institute will train specialists for national economio planning
positions. 'Graduates will eventually be assigned to work an organizers and
statisticians for the State Planning Commission and as heads of ministries,
departments, and large enterprises. An affiliate of the Finance and Economics
Institute under the Ministry of Finance Armenian SSRt will also be opened. This
institute has already recieved 500 applications.
TRAIN SPECIALISTS IN GAS THTEBMODYNAMICs -- Pravda Ukrainy, No 226, 23 Sep 48
The utilization of natural gas planned for the power industry of N+-
and other cities makes It necessary to train engisi.ring and technical
perecnnei for power plants and industrial plants. The Ukrainian
affiliate of the .+11-union Correspondence Institute or lower Engineering has
begun training specialists in gas thermodynamics. Eighty engineers of 38 Kiev
enterprises are taking this course, including employees of the "Bol'ahevik" and
"Leninekaya Kuznitea" Plants, the heat and power plant, the cable plant, etc.
The first group of 20 persons, who began their studies on 6 August, com-
pleted the theory course ant are leaving for L'vov for laboratory and practical
studies in the "L'vovgaz" Trust and other enterprises of L'vov, where gas has
long been used for industrial purposes.
FORRSTRY TRAINING FACILITIES EIPARDED -- Sovetskaya Latviaa, No 241, 10 Cot 48
Training of 'engineers and industrial directors for the timber and paper
industry Is ueii,6 expanded. A new Forestry Engineering Institute, which will
admit 200 students annually, has been organized in Khabarovsk, A forestry
engineering department has been added to the Latvian Agricultural Academy in
Riga. An All-Union Correspondence Forestry Engineering Institute, which will
have branches and consultation centers in all forestry engineering and forestry
management higher institutions, is being eat up in Leningrad. The institute will
admit 1,000 correspondence students annually.
A department to improve the qualifications of directors has been opened in
the Leningrad Forestry Engineering Academy imeni Kirov. A Central Correspondence
Forestry Engineering Technical School with study and consultation centers in 14
cities is being created in Moscow to train forestry workers. 'A technical millwork
school is being opened in Ealugi. A total of 31.5 million rubles has been
appropriated for the construction and enlargement of school buildings, workshops,
and living quarters at technical schools.

The number of labor reserve schools in theGeorgian SSR increased from 36
to 58 last year. Nev schools were set ur at leading enterprises and construction
projects throughout the republic. For example, fourFZO schools were opened in
tle "G uzugol'" Combine and two FZO schools and one trade school were set up at
the 'l'ranecaucasus Metallurgical Plant which is now under construction. The number
of students increased by several thousand.
One of the-most serious deficiencies in the labor'reserive school system'is
the large turnover of students, particularly in the coal regions. B20 schools
in Tkvarcheli and Tkibuli lost many of their students as a result of the failure
of local organizations to provide proper living conditions and industrial training
for the young students, and also inefficiency on the part of.srhool directors.

A lame group of specialists have completed courses at the Tashkent Technical
School of the Ministry of Idght Industry Uzbek SSR. Before taking these courses,
they were all workers in the republic's footwear and sewing factories. The
graduates will be placed in technical positions in light industry enterprises
