The congress continued its discussion of the transformation budget. During the discussion, the brother chairman of the congress Mi'ammar al-Qadhdhafi ex- plained that the secretary generals of the popular congresses should devote their remarks to the projects proposed by their popular congresses. He said that they should benefit from the ministers' explanations regarding projects which the ministries are implementing in the various sectors. He said that there should be no repetition of demands for projects already included in the plan because the projects which have been implemented or the projects that are currently under implementation have been drafted and planned by the Revolution Command Council, the Supreme Planning Council and the cabinet. No one had demanded such projects before, he said, such as land reclamation, housing, transport, sewage and industry. The chairman of the congress explained the need for submitting a comprehensive plan in the future, including the projects under implementation, to the popular congresses for study. In this way it can be determined whether their needs are included in the projects of the plan. In other words, nothing included in the plan should be requested by the popular congresses, and demands should be restricted to necessary and significant projects which are not included in the plan, he said. The session was adjourned at 1420. The seventh session will be held at 0900 on Saturday. The Interior Ministry submitted to the General. People's Congress a detailed report on its achievements in 1976. The report affirms the Interior Ministry's concern for preserva- tion of the achievements of the Libyan Arab people. It also affirms the Interior Ministry's and the Libyan Arab people's aspirations to defeat backwardness and to achieve a good standard of living, security and reassurance for the homeland and the citizens.
