While passing Odessa, enroute,to Kherson, numerous squadrons
of jet planes overhead. Apparently, the planes were out on maneuvers. At .
the mouth of the Dnepr, the two or three small islands were fortified with:large-
caliber- guns. . Radar,,annaratuses and turrets for the dtreetion of fire
were also visible on the islands. 50X1-HUM
2. All along the Dnepr there were many armed patrol boats in evidence.

Inland from Nikolayev there was another area that appeared to be even more
heavily guarded. It was hinted that the latter area was a forced labor
camp but that the inmates were not PWs.
4. At Nikolayev the quays had been destroyed and were still, for the most
part, in very bad condition. However, repairs were being made and water
could be taken on from the outlets on the quays. It was rumored that 50X1-HUM
Nikolayev was the principal Soviet submarine base in the Black Sea.

6. At Novorossiysk there were two large cement works with very high chimneys
which emitted white smoke. The traffic of materials all around the works

Comment: This is the first report OntorpiOgrthe,roobeging of 50X1-HUM
the port of Nikolayev to foreign flag traffic since its closing in the
Spring of 1952.
