MEMORANDUM FOR: National Intelligence Officer for Africa

SUBJECT: SNIE 73-86: The African National Congress of
South Afric~r anization, Communist des,
an ort- erm rospects
1. The draft of the estimate on the African National Congress does not
bring out the purposes and objectives of the Soviet Union in its support and
efforts to use the ANC. It seems disingenuous to ignore this and I think it
should be made clear more fully early in the Key Judgments and in the discussion
that we do have information from Soviet sources and from internal ANC documents
that the Soviets have a clear reason and purpose in their support of the ANC and
seek to use communists in the ANC leadership to achieve their purpose in
fostering violence and avoiding a generally acceptable political solution in
that country. I wouldn't want to put out an estimate that ignores that aspect
of the situation and would appreciate your showing me some draft language which
would briny this out more clearly.
2. Paragraphs 42 and 81 have material which would meet part of this need
and, I would think, should be reflected more fully in the Key Judgments as well
as what we know or suspect about Soviet purposes in supporting and seeking to
influence the ANC.
