As you will recall you have accepted an invitation to speak in Grand Rapids, Michigan on Saturday, 2 November, to the Center for the Study of the Presidency. Approximately 750 attendees are expected. I think you should be aware the Center is planning to invite a number of foreigners to attend and to make the meeting, and its speeches, a media event. Representatives from Latin America, including professional men, business leaders, editors and publishers who are the leaders of political parties in their countries, are being invited by USIA to attend this conference. Canadian parliamentary interns will also be present. The above mentioned foreign nationals will be present for your address, and TV, radio and press coverage of all the speakers is planned. While we have asked that radio and TV be excluded from your speech as is customary, it may be impossible this time around to-ensure no TV and radio coverage. You will be breaking new ground during your tenure as DCI by publicly addressing a group to include foreign nationals such these and by what may be live TV and radio coverage of your speech. There probably isn't much we can do about it all short of cancelling your address, but I thought you'd like to know now what's coming up rathey than hearing it later on.
