On 1 December 1986, testimony on the Philippines was presented to the Asian and Pacific Affairs Subcommittee of the House Foreign Affairs Committee. The meeting was chaired by Mr. Solarz and attended by Messrs. Leach (R., IA) (Ranking Minority Member) and Bereuter (R., NE). Mr. Carl Ford, National Intelligence Officer, acted as primary witness spokesperson with Ambasador Frank MacNeal, INR/State and Mr. Defense Intelligence Agency, handling their 2. Mr. Carl Ford opened the briefing with a short introduction of the key players. He suggested that each agency give their short, prepared overview and then open the session up to questions.
