WASHINGTON, AprI19 -The chair-
man of the Senate Judiciary Commit-
tee said today that he planned to intro-
duce legislation severely restricting
lobbying by former high-ranking Gov-
ernment officials.
The Senator, Strom Thurmond, Re-
publican of South Carolina, said tho bill
would ban some of those officials from
ever lobbying on behalf of foreign gov-
ernments or corporations.
It woWd also prohibit former offi-
cials from lobbying the Government
for one year otter their departure from
Federal service and bar them from
working on behalf of a foreign entity for
~ two years after leaving government.
Mr. Thurmond denied that his bill
had been prompted by actions of Mi-
chael K. Deaver, the former White.
House deputy chief of staff, whose lob-
bying work has recently come under,
Congressional investigation.
Looking at `Access Peddling'
"This is an overall eNort to look at
access peddling," said Mark Goodin, a
spokesman for Mr. Thurmond, "This
effort is not directed at any individual I
or any group."
Congressional aides said, however,)
that Senator Thunnond's decision to in-
troduce the bill was a sign of growing
concerti over lobbying by former offi-~
cials like Mr. Deaver. According td
them, Mr. Thurmond is a Republican
loyalist who would not take action that
might embarrass the Reagan Adminis-i
tration unless he was deeply troubled. ~
Mr. beaver's office said he was
of the country today and not availabl
for comment.
In a written statement, the Senato
said he believed there needed to be ne
restraints put on Federal employ
seeking to become lobbyists. Those re-
strictions would be beyond those novw
provided under the Ethics in Govern-~
meat Act.

?Something must be done to clarity ~,
and expand the confusing mish-mash of
laws now regulating Federal employ-
ees who leave their official duties to
pursue careers lobbying the Federal
Government.,.
Mr. Deaver, who resigned from the
White House last year and formed a
lobbying c~cern, is now under investi-
gation by the General Accounting Of-
fice regarding his work as a consWtant
to the Canadian Government on acid
rain and other issues. Agency officials
say they are focusing on whether there
was any tie between Mr. beaver's
White House work and his subsequent
consulting fob.
Since his departure, Mr. Deaver has
garnered several other prominent
clients, including the Governments of
South Korea and Saudi Arabia and
Rockwell International.
The Senator's bill would add addi-
tional restrictions to rules now en-
forced under the Ethics Act. The act
bars former senior officials from con-
ducting business with the agencies in
which they served for one year after
they leave Government.
