THIS IS UNEVALUATED INFORMATION REPORT 02: FALL SOWING CAMPAIGN IN RUMANIA Summary: Preliminary results of the fall sowing campaign, which began in mid-September 1952, were highly inadequate. How- ever, as a result oP agitation by party leaders and reg:une com- mittees, the expected quotas were approached in some regiunes. Numbers is parentheses refer to appended sources. During the last weeks of September 1952, the regiunes leading in the Rumanian .Pall sowing campaign were C1uJ, Aais-Mere, sad the Hungarian Auto- nomous Regiune, all located in the northwestern part of the country. Ap- proximately eight of the .-egiunes have had only mediocre results, while the remsining seven, Arad, Timisoara, Bucharest, Ploesti, Barlad, Galati, and Bacau, have ehovn extremely poor results despite an ample supply of tractors end Favorable agricultural conditions. (1) At the end of the first week in October, the Ministry oP Agriculture reported that 29.6 percent of the country'e entire scving plan had been completed. The Baia-Mare, CiuJ, and Hungarian autonomous regiunes were ati.ll leading, Moreover, considerable progress had been achieved in Craiova Regiune, There over 100,000 hectares of land were sowed during the first days of October alone. Othez? important results were registered in Suceava, Pltestl, Oradea, and Hunedoara regiunes, where the percentage of Bowed land increased by 20 to 25 percent, .a comparison with t:>e preceding month. Unfortunately, Arad, Timieoara, Bucharest, Constants, Galati, Ploesti, waft Barlad regiuaes still showed great lags in the s~king program. (2) Sowing campaign continued with increased activ'ty in the last 2 weeks of October. The leadi~lg regiune was the Hungarian Autonomous P.egiune, which has been the First to achieve 100 percent sowing. Almost the same successes were achieved by Pitesti, Baie-Mare, Hunedosra and C1uJ regiunes, which com- pleted $O percent oP their sowing quota. Regions and rayon committees of these reg!--.~es were strongly rebuked for the slow progress shown, and all available labor forces were mobilized, in an attempt to complete the quotas successfully.
