JOHN OBERSHAN: The General Accounting Office, at the request
of Senator Charles Percy of Illinois, is compiling a list of all government
agencies involved in official snooping.
Senator Percy released a preliminary report earlier this month
indicating at least sixty federal agencies have some intelligence gathering
functions, including such unlikely candidates as the Library of Congress.

WTOP's Ernie Moye has a look at official spying in and around
ERNIE MOPE: The Nation's Capital is virtually ringed by five
spy organizations. There's the CIA headquarters in suburban Virginia, the
National Security Agency at Fort Meade. The Pentagon maintains intelligence
operations in the Army, Navy and Air Force. The Pentagon also oversees
the National Reconnaissance Office which operates a spy satellite program,
and there's the FBI.
In their book, "The CIA and The Cult of Intelligence," authors
John Marks and Victor Marchetti say the FBI and NSA are involved in operations
against foreign embassies here.
The FBI allegedly operates a wiretap program against embassies
with the help of the C&P Telephone Company. NSA is said to intercept and
decipher diplomatic communications.
Marchetti says the CIA aids NSA in less technical means of code-
breaking, such as stealing code books or suborning embassy personnel. And,
Marchetti says, that's not all.
VICTOR MARCHETTI: The FBI and the CIA have over the years,
despite their frictions, cooperated on operations of mutual interests both
here and abroad.
And I think it's only reasonable to assume that these sorts
of things do go on in this country. The CIA has a domestic operations base
stationed right here in Washington, and they have bases throughout this

country, and they have a division in their clandestine services which is
charged with domestic activities. And this would be among their -- their
missions and functions.
MOYE: Marchetti and Marks say the CIA tries to recruit foreign
students studying in the United States and tries to suborn foreign military
officers to come here to train.
They say the CIA sometimes ask Americans traveling abroad to
be on the lookout for certain intelligence information. Marchetti and Marks
say in fact the CIA sees most everyone as a potential resource or target.
