Declassified in Part - Sanitized Copy Approved for Release 2012/06/19: CIA-RDP94-00798R000200330057-7 LOGNOTE -- Chief, Operations Group, 9 May 1983 1.1 D/FBIS called to say that the INTERNET application, which has been stalled at State Department, has been turned over to State's General Counsel. The issue to be resolved is the one of diplomatic reciprocity, in other words, whether we can be freed from local fees and communications charges by placing INTERNET on Embassy property. State feels that we cannot argue that INTERNET will carry Embassy traffic and does not feel that we will be successful on the diplomatic reciprocity if we insist that the application go forward in that form. D/FBIS will tell State that we should not get hung up on this issue, as the major alternative is one of costs at the INTERNET sites. State may ask that the application be rewritten to exclude the diplomatic reciprocity request or may return it to CCMSAT noting that that condition cannot be approved.
