Declassified and Approved For Release 2012/02/03: CIA-RDP05-01559R000400370078-0 V. 26 May 76 V ALGERIA BOUTEFLIKA CONDEMNS FRENCH PLAN ON LEBANON Algiers nom ?ti: 3e:-ricc :L 2000 GMT 2, ". ,,? 75 LL [Text] Abdelaziz Bouteflika, foreign minister and member of the Council of the Revolu- tion, has sent a telegram to UN Secretary General Kurt Waldheim, saying that the French Government's proposal to send military units to Lebanon would constitute an escalation of the Lebanese crisis, which itself stems from the continuing tension in the Middle East. This attitude is considered a serious precedent in international relations and blatantly incompatible with the basic principles of the United Nations relating to respect for the political independence, national unity and territorial integrity of states and to noninterference in their internal affairs. This behavior, which smacks of the spirit of new colonial invasion--a spirit which pre- viously appeared in 1956 and 1958 involving direct interventions in the same region--would appear to pave the way for fresh imperialist intervention in various parts of the Third World. It is significant in this connection that the threat of direct French intervention was made public in the United States at a time when the Lebanese were making every effort to solve the crisis in a purely national framework. The intervention proposal can only increase justified concern not only in the Arab world but also throughout the Third World countries, especially the nonalined countries, which include among their aims respect for independence, preservation of national unity, maintenance of territorial integrity and insurance of the security of peoples in the face of foreign interference. Faced with these serious threats to world peace and security, I am confident, secretary general, that you will make the hoped-for efforts to prevent this internationally unethical process, which is liableto bring into disrepute the UN Charter provisions, international detente and in particular the principles which should govern relations between big and small nations. President Boumediene said that it is impossible for the nonalined countries, which are loyal to their tradition of solidarity and the principles which govern the nonalined movement, to be indifferent toward this new, dangerous situation. Following is text of the cable: I have received your cable, one copy of which you sent to me and another copy of which you sent to President as-Sadat following your meeting together. I join my voice with yours in saying that the current propaganda campaigns serve only the interests of imperialism a matter which is causing us grief and bitterness. I join my voice with yours in saying that Arab nationalism is a fundamental issue of our students and masses. I join my voice with yours on the need to start a dialog that will lead to the achievements of our nation's goals of freedom, socialism and unity. As you know, it is self-evident that the Great 1 September Revolution is the revolution of the youth and the true popular revolution. He:ce, it responds only to the will of the masses and listens only to their voices. In confimation of this, we wish to inform you that the Libyan media have refrained from replying to the Egyptian media since the day I received your cable. The Libyan information media has kept silent about Egypt, about what is taking place in it and issuing from it for ethical and emotional reasons when Egypt was encircled with propaganda from various Arab fronts following the Sinai agreement; 2. I told President as-Sadat, through the deputy coeaker of the Confederation Natic.: Assembly, that the LAR will refrain from attacking the Sinai agreement for ethical and emotional reasons only, even though the least that can be said about this agreement is that it is a disgrace to Egypt and the Arab nation. I asked President as-Sadat, through the deputy speaker of the Confederation National Assembly, to explain the justifications for this agreement and whether it has any secret addendums. President as-Sadat did not reply. But the United States and the Israelis replied when they published the secret addendums. 3. Despite this principled ethical stand which was maintained for several months, we were surprised at the resumption of the Egyptian propaganda attack on the LAR. What is strange is that this attack was resumed at a time when the Great 1 September Revolution was sub- jected to a vile imperialist plot in which Arab propaganda was used against the LAR. Reciprocity, and even Arab ethics which require the return of a favor, should have made the Egyptian information media desist from attackin3 the Lbli when the latter was sub- jected to a foreign campaign. 4. Members of the Permanent Bureau of Arab lawyers have asked me to most President as-Sadat. In response to this voice of the Arab lawyers, which is a popular voice, I told Brother Mustafa al-Baradi'i in front of the members of the Permanent Bureau of Arab Lawyers that I am willing to meet with President as-Sadat in the LAR, and if he does not agree to this to meet him at the border, in response to their wish, for the sake of the higher interest of the Arab nation and in order to rise above all other considerations and wounds. I wish you would contact the dean of Egyptian lawyers so that all of us can know the answer. 5. I do not think that you do not know that there is one Egyptian radio, which basically specializes in'advertisements, that continue to broadcast, for the Israelis and their allies to hear, the secrets of the Libyan Armed Forces, the secrets of the Ministry of Planning and Scientific Research in the LAR, through Libya's Cohen &NLaj '.Umar al-Muhayshij. Thus this radio is revealing part of the Arab'defense. You might have meant this ' in your cable when you said: The current propaganda campaigns serve only the :interests of imperialism, a matter which is causing us grief and bitterness. 6. I believe that it is the duty of Egypt to direct all its efforts for the liberation of its territories and not to reward its brothers who fought with it in such a' , - manner. It is best for Egypt not to forsake the LAR: its strategic depth, the opportunity of its action and its close support which could be the only support. 7. Lastly, despite everything, the reasons that made the LAR differ with Egypt are reasons that logically require appreciation and praise for the Libyan leadership and not curses and attacks because we differed for national reasons, such as rejection of occupation of territories, rejection of capitulation to the enemy, rejection of the degradation of Egypt, rejection of the plans to impose a defeat on its army, and then rejection of any relin- quishment of the rights of the Arabs of Palestine or any other country. The brother colonel and the delegation accompanying him were accorded a warm official and popular welcome during which the Maltese people expressed their admiration for the Great 1 September Revolution and its leader, Mu'amnmar al-Qadhdhaf i, and their pride in the geopgrahical and racial proximity and continuing relations that bind the Arab nations to the friendly people of Malta as well as the distinguished relations between the Libyan Arab people and the Maltese peoples As an expression of the admiration of the Maltese people, government and president for the leader of the Great 1 September Revolution, the brother colonel has been awarded the republic's revolution medal by the president of the. Maltese Republic, its people, and its government. At the meeting Brother Col Mu?'acmar al-Qadffiiafi expressed the LAR's readiness to continue to support the Maltese Republic in order to achieve its economic [word indistinct] and strengthen its political neutrality. They agreed to continue their joint efforts to keep international conflict away from the Mediterranean area and to turn the Mediterranean into a sea of security and peace in the interest of international cooperation. The two sides studied the explosive situation in the Arab area resulting from the Zionist, colonialist, racist aggression against the Palestinian people and their right to return to their homeland and to achieve their national aspirations. Col Mu'ammar al-Qadhdhafi and Prime Minister Dom Mintoff expressed special interest in the development of events in the southern part of the African Continent, which is waging a legitimate struggle against colonalism and racism [words indistinct] and the racist regimes [words indistinct] to eliminate these regimes. The two sides expressed their belief that the time has come to create a new world economic and financial system taking the new international factors represented in the emergence of the Third World countries as a (?new) economic power into consideration. The two sides expressed their countries' adherence to the policy of neutrality and nonalinement and their support for the United Nations organization [words indistinct] asserting the need to. amend the UN Charter in order to realize equality between states in the?militaryr, economic, and (?monetary) [words indistinct]. On the occasion of the forthcoming summit of nonalined states in Kuala Lumpur in August 1976, the two sides express their full support for the conference and for bringing about its success. The two sides expressed their pleasure at the positive results' achieved by this visit in the cultural, economic, political and other fields, particularly with regard to the amicable agreement that has been reached to solve the problem of the continental shelf between the two countries. Prime Minister Dom Mintoff expressed the thanks of the Maltese people and government for the sustainedpolitical and economic support which the LAR gives to the Republic of Malta. Republic. During this meeting I will explain the Libyan Arab Republic's strategic policy toward the Republic, of Malta. Now that the Libyan Arab Republic is free of foreign bases and its monarchy, it has a great deal to offer its Maltese neighbors. The'Maltese too, as a republic, can now begin a new era in their life. The -Maltese Republic will be able to move toward a better future when the term of'the foreign bases that are still on Maltese territory expires., Malta will be really 100 percent free the day' it frees itself from the foreign bases. '[applause and cheers) When Malta becomes 100 percent free it will, together with the Libyan Arab Republic-- which is now free because it got rid of the foreign bases--be able to-play an effective role in the Mediterranean in the interest-of the two peoples as well as all the peoples of the Mediterranean. [applause] rest assured that we are with you in'the battle for the neutrality of Malta and for keeping it free in the Mediterranean. ' The Libyan Arab Republic declares that it is prepared to be the first state to protect Malta's neutrality. [applause) It also declares that it is prepared to be the first state in the Mediterranean to stand up for Malta's freedom and deliverance from foreign bases. To be able to get rid of foreign bases, Malta mist beeeonomic'ally free and must be able to survive economically without the foreign bases. The Libyan Arab Republic is ready to cooperate to the full with the Republic of Malta to consolidate Malta's economic independence so that it can do away with the foreign bases. [applause] The Libyan Arab-Republic has great resources 'and can'employ Maltese workers and carry out joint projects in Malta to promote jobs for the Maltese workers. This is to prove that the Libyan Arab Republic stands with the Maltese Republic not in words but in deeds. We look at the Maltese people as people who have potentialities from which the Lib;*an Arab Republic could benefit, just as the Libyan Arab R3publie has poten- tialities from which the Maltese Republic and people could benefit. It is the imperialists who regard the Maltese as poor people in need of their foreign bases. [passage indistinct] What good has come to Malta from its relations with the imperialist states? The Maltese people [word indistinct] do not need to have foreign bases to survive. They can live on their work and their ability to build in freedom. Malta must never again become a center for imperialist campaigns. Maltese territory must not be used for foreign bases. As of now we must decide together that the territory of Malta must not be an arena for destruction, ruin, and war. We must not bring ruin to Malta and we must fight all those who seek to do so. [applause] we must plant trees and look for water for the Maltese people. We must carry out economic projects not set up bases. [applause] The Maltese people need economic projects to absorb Maltese workers. Imperialism has tried to obliterate many P. historical fact and to sow hostility between the Maltese people and the Arab people. Now that we are free, we must reestablish these historical facts. We must not allow the imperialists to drive a wedge between us again. We must not allow thom to use Malta against the Arab nation nor use the Arabs against the Maltese. This is the Libyan Arab Republic's attitude toward Malta and it is for the Maltese people themselves to judge the Libyan Arab Republic, (?its role), and its dealing with the Maltese people. Cooperation, with the Libyan Arab Republic is cooperation for neutrality, freedom integrity of the Maltese people, and for Malta's progress and prosperity. It is for you to compare this with the old relations with the imperialist states. We seek cooperation with the Maltese people on an equal footing in the interest of the two peoples. We work for the neutrality of the Mediterranean because it is in the interest of Malta as well as the Arab nation. It is right for Malta to have links with neutral states rather than states involved in military alliances. You must visit your brothers in Libya and talk to them and they must do the same so you will know each other better. TALKS WITH CYPRIOTS ON WORKERS UNDERWAY Tripoli ARNA in English 0849 GMT 23 May 76 LD [Text] Tripoli, 23 May, ARNA--Libyan-Cypriot talks on fields of labour and workers began here yesterday at the premises of the Ministry of Labour and Civil Service. Mr. 'Abd al-'Ati al-'Ubaydi, the minister of labour and-civil service, headed the Libyan Arab side, while the Cypriot side was headed by M arkos Spanos, minister of labour and social security, who arrived here last Thursday. The Libyan minister of labour and civil service promised in his speech to create good circumstances for the Cypriot workers in the Libyan Arab Republic. He indicated that L.A.R. wishes to cooperate with Cyprus in other fields for the benefit of the two friendly peoples. The Cypriot minister of labour and social security assured in his reply that his visit to the L.A.R. will be the beginning of good relations in the field of labour and workers in order to enhance the friendship between Colonel Mu'ammar al-Qadhdhaf1, the Revolution Command Council has received] and President Makarios, which isbased on mutual understanding in the interest of the Libyan and Cypriot peoples. He asserted his country's support for the Arab cause. Talks between the two sides centered on the possibility of benefiting from the experience of the Cypriot workers in execution of projects of the development plan in the L.A.R. Dr'Izzat Mustafa arrived in Tripoli yesterday afternoon on a 2-day visit to Libra. During the meeting, which eras attended by Iraqi Foreign Ministry Under Secretary 'Ab'l al-Husayn al-Jamali, they discussed the Arab situation and bilateral relations between Iraq and Libya. The INA correspondent here reports that the talks were characterized with positivism and eagerness to tackle the issues of the Arab nation and its pan-Arab needs. The Iraqi envoy arridved in Tripoli yesterday for a 2-day visit to Libya to deliver a message from President al-Bakr to the Libyan Revolution Command Council on the current Arab situation.
