SUBJECT: Draft NIE 11/70-84: Soviet Policies in Southern Africa
1. There is a lot in this estimate on Soviet policies in Southern Africa;
however, as the SRP noted in paragraph 2 of its memorandum, the best stuff
on Soviet objectives, alternative scenarios, and implications for the US
is not sufficiently reflected in the key judgments, which is probably where
top policymakers stop reading.
2. I also do not think the SRP's suggestions on economic problems and
prospects have been adequately dealt with, particularly the importance of
the South African economy in the area.
3. I think the alternative scenarios are the best part of the estimate
and I hate not to have them reflected in the key judgments, at least to the
extent of letting people know that they are there and enticing them to refer
to that.
