1. I note that SWNCC 304/4 as presenter' by the SWNCC
Subcommittee for Special Studies an' Evaluations, goes beyond
the .limits of the problem state,9 in SWNCC 304/3, and that no
discussion of the problen is include-1 in the paper from which
one may follow through to a logical evaluation of the conclus-
ions and recommendations offere-1. In this connection, it would
seem that the. assumption as stated in paragraph 2, shoul, be a
part of any such discussion.. Therefore, I recoi,imenrl that SWNCC
304x/114 be returner' to the Subcommittee for further study an-' for
the inclusion of sufficient Discussion*to justify the conclusions
and recommendations to be drawn therefrom.
2. I believe, however, that the Appendix to SWNCC 30141.E
constitutes a suitable reply to the request of the Director,
Legislative Reference Service, Library of Congress. I do not,
on the other hanr, consider that the Appendix need be class:Lfiod
as- Restricted. In view of the fact that this reply should no
longer . be delayerl, I approve specifically of paragraphs 6 Ea.l1r;
(b), subject to declassification of the Appendix.
