Morning Meeting of 20 July 1966
Proctor explained the basis for thel lin which
a reported indications that a U. S. aircraft had
been shot down.
Proctor reported difficulties encountered over General Carter's
proposal to merge the ad hoc committees which follow the introduction
of strategic missiles into North Vietnam and Cuba with the Watch Com-
mittee. General Carroll prefers that the present arrangements be
continued. The Director asked DD/I to discuss the proposal again with
General Carter.
reported that 40 percent of the workers at Cam Ranh
Bay are back on the job. He noted a Baltimore Sun story regarding
the cessation of the subsidy by the West German government to West
German political parties.

observed that the general lack of factual data to
include in the forthcoming NIE on Soviet R&D is leading to certain
pressures to turn the NIE into a vast compilation of technical advances
in weaponry.
reported that Assistant Secretary Enthoven is planning to
do a cost effectiveness study of the overhead reconnaissance program.
Houston stated that Carl Marcy.had inquired by telephone regarding
Admiral Raborn's statement on Meet the Press regarding Fulbright
scholars and reported that editorial comment is generally favorable
to the Senate action on the McCarthy resolution.
Houston briefly noted an inquiry to IRS regarding the
eported on his talk with regarding Charlie 25X1
Schultze's suggestion that the Director take action on intelligence
requirements and reported that will replace Din 25X1
dealing with on USIB actions having an impact on resource
allocation.
DD/S&T noted the launchin of a satellite today by the USSR. He
reported that the curren shot is due to come down today and
DD/S&T reported that Project ~is being followed up by
Navy plans to configure 24 P-ZV's and 20 A-4D's in the mode.
DD/S&T reported that OSI is agreeable that the ad hoc committee
established to follow the introduction of BWCW agents in Vietnam be
abolished and that SIC assume this responsibility.
DD/S&T discussed the NRO budget situation and the frequency of
photographic satellite coverage. The Director requested that the
DD/S&T develop Agency recommendations for his consideration.

The Director noted today's New York Times article on the RDC
program and the Reston article on the ABM problem.
The Director reported that Higher Authority has decided to defer
for thirty days a decision on the proposal to deploy OXCART.
The Director reported that Leonard Marks believes that the U. S.
is having serious problems with the USSR on the Cultural Exchange
Program. The Director requested that Proctor give a status report
on this Program at tomorrow's Morning Meeting.
The Director requested that the Executive Committee make sug-
gestions at tomorrow's Morning Meeting regarding an appropriate
recognition or award by the Agency to who recently 25X1
transferred to other duties.
The Director discussed the NSC meeting on the world food problem.
