1. Our meeting on July 6 regarding relationships was excellent and most
productive from my standpoint. Perhaps it would be useful to capture in
writing here the more salient features of our discussion.

3. The long-term guidance, as agreed previously, will be in accordance
with the attachment to the reference. In this regard, I am working with the
Director, IC Staff to establish procedures whereby we can all review together
proposed programs earlier and more fully than is presently the case. This
should provide an opportunity to resolve questions at an early stage.

4. Our staffs already have worked out many of the details regarding the
center's operations and they should proceed toward implementation. Should any
further questions arise, I would be happy to meet with you again in order to
