The following is a summary of what Western nations
might do to thwart the Stalin dictatorship's plans for world conquest:
IntroduCtion
1. Western use of the atomic bomb against the USSR would give Stalin a means of rousing
the Soviet people to "defense of civilization". In determining what other means
may be used to break Stalin's power, the West must have a thorpugh understanding
of Bolshevism, distinguished from the Marxian concept of communism.
Bolshevism
2. Stalin is a disciple of the Leninist concept of communism which admittedly aims at
world conquest; and every action and policy of the Soviet Government under Stalin's
lead is designed to further this end. Further, to quote Lenin, "All that is for the
benefit of the Communist International is entirely ethical". k second Lenin command-
ment which Stalin observes is, "If we were to give an oath, as asked of us, that we
would never attempt certain actions which, from a military point of view, would appear
to be aggressive, then we would be not only fools but criminals". These statements
should be borne in mind when one considers such apparent evidence of Soviet co-

of subjugated countries are regarded as lawful national governments, rather than as
the interlopers they actually are.

Weakness of Bolshevism
5. Stalin has not taken care of his most valuable asset -- his people; and the people
have become afraid, disgusted and discouraged with their way of life and their govern-
ment's policies and attitudes. As a result, the tremendous Bolshevik industrial and
military machine is resting on a doubtful, unstable human mass which could be turned
against its leaders.
What to Do

6. "The struggle against Bolshevism now must be carried on not only by preparing
material weapons but by an immediate shift to an attack with moral influence on
the subjugated peoples and by revealing to them the truth about Bolshevism. With-
out this shift from defense to attack in the cold war, the third world war between
the peoples of the East and the West would be inevitable with terrible consequences
of destruction and ruin.
7. "Immediate wide revelation of the truth about the nature of Bolshevism, information.
regarding the true aims of the democratic countries, discrediting of the small group
of usurpers in the TsK VKP (b) who have seized power, and giving of moral support to
the people beyond tnd 'iron curtain' -- these measures would create a situation in
which the Bolshevik dictators would not be able to arouse the masses of people for
a struggle against the democratic countries. If an armed conflict should then burst
out, it mould inevitably and quickly change into a civil war in the East.
8. "The multi-national Russian people are the main aore, the basic strength in Stalin's
plan for seizing power. These people for the most part are patient and hardy, honest
and generous, industrious and capable. In their historic past, the Russian people
have many times heroically repelled the invasions of Mongols and Tartars in Europe,
They have repeatedly risen to free Europe from dictators. Naw it is these people
who are being prepared to be a tyrant-obeying armed horde, capable of seizing Europe
and all countries of the world.
9. "The Russian people need immediate moral help. They must know that the democratic
peoples of Europe and America are not enemies but friends.
10. "The great free, people of the USA could serve as an example of brotherly friendship
in rendering moralsupport to the great Russian people.
11. "The struggle with moral means could be accomplished by:
na. Making the UN a forum for discussing the following questions:
"(1) The existence of slave labor in numerous secret forced labor camps in the
USSR.

The state of the armed forces in the USSR and the reasons for existence of
such large armies, equipped with the latest armaments for offensive purposes;
that they create a threat to security.
"(3) The systematic interference of government representatives of the USSR and of
the international VIT (b) organization in the internal affairs of Poland,
Czechoslovakia, Bulgaria, Rumania, Hungary, and other countries.
"In case the representatives of the USSR refuse to give an exhaustive explanation re-
garding these questions and also refuse to allow representatives of the UN in the USSR
and in the territory of the countries suffering from interference by the USSR, then
the UN should consider adoption of measures, analogous to measures adopted by it in
the case of Franco Spain, since the threat to peace at the present moment from the
USSR is immeasurably greater than it was before from Spain.

measures adopted by the UN in regard to the USSR and th& satellite-gates
were adopted temporarily not against the enslaved peoples but against the
governments, which are violators and dictators who have seized power with
the aid of the international VKP (b) organization.
c. Broadly explaining by every means of propaganda:
"(1) The significance for the peoples of the world by bringing into life
the Atlantic Charter of Freedoms, and also the aims and the problems
of the UN in attaining the objective of the Charter.

The actions, tendencies, tactics, and objectives of the international

"d. Partially invalidating the Yalta Agreement relating to extradition of Army
deserters, refugees, and political emigrants; showing them all possible cot-
operation and all possible assistance in developing new democratic organiza-
tions in the USA, which would carry on the struggle against Bolshevism; also
giving assistance in obtaining material aid to such existing democratic or-
ganizations as:
"(1) Peasant Union of the Enslaved Countries (Pres Mikolajczyk)
"(2) Common Cause (Pres Nataliya Peyn)

"(0 Struggle for People's Freedom League (Pres Nikolayevskiy)

The following is a summary of what Western nations
