The attached procurements are for a perpetual site license for
STAT the software facility for 15 Agency computer processors
51H1 and is being installed to support DI requirements. for
STAT this procurement is OIT money and is OIR money. This
request was tied up in several requests to the DI and has just
been resolved. As you can see, the date on the form 1716 from the
DI is 23 July. A waiver is requested so that this may be procured
with 86 money.

MEMORANDUM FOR: Associate Deputy Director for Administration
SUBJECT: Waiver for Procurement
The attached procurement is for a site license for a
benchmarking software facility for OIT. The new Corporate
Database System, and specifically IDMS (data base management
system), are based on the 3270 protocol. A software tool is
needed to benchmark this system under this protocol. Until very
recently, OIT was unable to find such'a tool, but has now found VM
Performance Analysis / Capacity Evaluation Subsystem (PACE). OIT
needs this tool as soon as possible to test the Corporate System.
A two month delay would severely impact this effort. A waiver is
requested so that this may be procured now.
