This memorandum is for information and is the monthly report required of the Chairman of the Task Force appointed to examine subject program by referenced memorandum. 2. On 20 September 1963, the Task Force met to discuss a complete background paper prepared by the Chairman. From this discussion the Task Force concluded that it should acquaint the Deputy Director (Support) with its progress on the study and prepa- ration of a report, which at this point is almost exclusively confined to the GEHA program. You will recall that the Task Force met with you later that day to discuss whether we should now proceed to examine the relationships which exist, or should exist, between the GEHA pro- gram and the insurance and benefits program envisioned by lI 25X1 At the latter meeting, it was concluded that a report at this time on the GEHA program, with specific reference to the OGC memorandum, would be acceptable and that in the months to come there is a necessity to examine the concept off 1 in relation 25X1 to the established GEHA mechanism, Due to my imminent reassignment, it was decided that the Deputy Director (Support) would discuss with the Director of Personnel the appointment of a new member to the Task Force and the designation of a new Chairman. 3. I have delivered to Messrs. I a draft of a paper which can serve as an initial report by the Task Force. Because is heavily committed with the DCI in budgetary and strength examinations, it will be impossible for him to participate in discussions of the draft report before I depart for my overseas assignment. Messrs. will get together with the new member at such time as he is designated and at such time as other pressures of work will permit.
