1. Reference your conversation with last week regarding the
release of portions of DCID 1/21 to a press representative.
2. DCID 1/21 carries the restricted distribution caveat "FOR OFFICIAL USE
ONLY" and is intended for use by government officials and government
contractors engaged in the management or construction of Sensitive
Compartmented Information facilities. It is, therefore, not releasable in any
form or manner to representatives of the press. ShOuld the press
representative persist in seeking DCID 1/21-related information, a formal FOIA
request to the DCI would be appropriate.
3. The guidance contained in paragraph 2 above is provided in
coordination with the CIA Office of General Counsel.
