5. Met with Francis Hewitt and Thomas Saint on the Senate
Appropriations Committee staff and discussed with them the possibility
of the CIA Subcommittee receiviag a substantive briefing on Agency
activities. They Indicated this was a matter which shod* be taken up
with Senator Hayden. See Memeraadstin for the Record .1 10 December.
6. Mr. ruche reported that the Bureau of the Budget indicated
that as a result of a letter from Roger Jones to Loy Henderson the State
Departmeat is preparing to resubmit Foreign Service ameadsmate which
were discussed in the last Congress lose the forced retiremeat provisioms.
There were still no ladicatleas a any scheduled discussios of these
provisions in the Bureau of the &utast by State Department representatives.
This matter will be checked further with State through the Legal Advisees
