MEMORANDUM TO HEADS OF ALL U.S. GOVERNMENT
EXECUTIVE BRANCH AGENCIES
1.1
REPORTING CONTACTS WITH NATIONALS OF FOREIGN NATIONS
Under NSDD-197, Reporting Hostile Contacts and Security
Awareness, all U.S. Government Executive Branch employees are
required to report all contacts with individuals of any
nationality, either within or outside the scope of the employee's
official activities, in the following instances:
1) When illegal or unauthorized access is sought to
classified or other sensitive information;
2) When the employee is concerned that he or she may be the
target of an attempted exploitation by a foreign entity.
In addition, all employees must report to their Supervisors
or Security Offices all contacts, written or oral, with nationals
of certain foreign nations determined by each department or agency
in coordination with the FBI as being of particular relevance to
its security concerns.
For your information and in order to facilitate the process
of coordination, the Department of Justice has designated the
following entities as subject to the reporting requirements of
NSDD-197 for its employees: Afghanistan, Albania, Angola,
Bulgaria, Cambodia, Cuba, Czechoslovakia, Ethiopia, German
Democratic Republic (East Germany), Hungary, Iran, Iraq, Laos,
Libya, Nicaragua, North Korea, Outer Mongolia, Palestine
Liberation Organization, People's Republic of China, Poland,
Romania, South Africa, South Yemen, Syria, Taiwan, Union of Soviet
Socialist Republics, Vietnam and Yugoslavia.
Finally, any facts or circumstances of a reported contact by
an employee with a foreign national or organization which appears
to indicate an attempt or intention to obtain unauthorized access
to proprietary, sensitive or classified information, or to offer a
reasonable potential for such actions, or indicates the
possibility of continued professional or personal contacts, shall
be reported promptly by the responsible department or agency to
the FBI for employees located in the United States and to the CIA
for employees located overseas.
