PIESSION: The mission of DepartmentiX of the Polish Ministry of Public Security (NBP) is the defense of the Polish Communist Party against any type of political subversion. HISTORY: The Special Bureau (Biuro Specealne) was organized in 1948 in order' to prepare the materials for the Gomulka and Spychalski trials. This bureau was under the supervision of ColonelcRozanski until 1950. In 1950 Colonel Rozanski was assigned to the Department of Investigations. Colonel Anatol Fej gin took charge of this bureau and in 1951 the Special Bureau became Department X. Prior to 1951 the Special,Bureau had the rights and privileges of an MBP department. STRENGTH: The total strength of Department X consists of 200 to 220 individuals. SOVIET ADVISOR: Colonel (fnu) Sigaczow. The people brought to trial are not prepared for trial through the use of drugs or phy,siatrip treatments. In the event that physical torture does not produce the deSired results, then blackmail or threats to an individual's family are made. Only about 10 percent of the people arrested are put on trial because the other 90 percent cannot be forced to cooperate. The trials also use limited statements to convict people. DEFENSE BRANCH. DEPARTMENT X CORRESPONDENCE 50X1 -HUM The secretariat of each department forwards information to the concerned departments through channels. Every department maintains its awn log of consecutive numbers for the purpose of document control. ssages or reports are processed through the special (spec-) postoffice. The special postoffice signs a receipt for every pouch and then forwards the pouch to the concerned department or field station.
