SUBJECT: Managing OSI Under the INF Treaty
1. Despite the short deadline, we have undertaken a thorough review
(especially by our collection Committees and CCISCMO) of General Powell's
paper describing U.S. Government management of OSI as envisioned in the
proposed INF Treaty. Our review focused solely on high-level issues.
2. The paper is excellent. It addresses the requirements for on-site
inspection in a well-rounded and thoughtful manner. We support the paper's
recommendations, including the appointment of a DCI All-Source Monitoring
Manager, the establishment of a U.S. On-site Inspection Bureau, and the
separation of this bureau from the U.S. Intelligence Community.
3. As noted in paragraph 8, "Additional Considerations," areas of very
special concern including the question o resource a ocation are addressed.
We view these concerns to be of paramount importance and in need of treatment
(if not resolution) before the U.S. proceeds with implementation of the
proposals in the paper
