International Financial Security Act of 1987,

1. In anticipation of hearings in November on the above-
captioned bill, the Office of Management and Budget (OMB) has
asked for our views on it. The bill primarily aims to amend
the Export Administration Act of 1979 and the Federal Deposit
Insurance Act to authorize controls on the export of capital from
the United States, to control exports supporting terrorism, and
to prohibit ownership of United States banks by controlled
countries.
2. In order that we may respond to OMB in a timely fashion,
please refer your comments to me no later than 28 October 1987.
