MEMORANDUM FOR:
14 September 1965
The DCI in his Morning Meeting of 23 August told Ray Cline
that he wanted the plan for an expanded NPIC to include plans
for sending field readout teams to areas where important tactical
needs of significance to national intelligence problems in
Washington demanded such effort. He mentioned that he thought
perhaps that we should have portable kits enabling such NPIC
field readout teams to forward their equipment and personnel
into action on very short notice.
Mr. Cline advised him that there was some history of a
previous study on this matter and we had not accepted such a
responsibility but the DCI's attitude was that we should probably
include this in our 1967 budget.
Mr. Cline at that time did not know whether the projected
figures for NPIC for FY 1967 would allow such a concept or
whether at this stage NPIC, and the DDI as its executive agent,
want to adopt such a policy but Mr. Cline has asked for an
NPIC position paper on this matter.
Since this is a matter of great importance to the Center and
since the issue is a ticklish one because of the background of
the OPIC discussions I have Mr. Lundahl's agreement that you be
tasked with preparing the requested position paper as quiekly as
possible. In the case of other groups being formed to handle
particular problems I have designated several people for each task,
but I did not presume to do that in this case but rather leave it
open to you as to whom you might wish to consult with. IAD history
and background in the matter may well be of use to you as well as
PAG's thoughts and, of course, any of us in my two staffs stand
ready to help you with this request.
Can we shoot for a date of Wednesday, 22 September, or
sooner if possible.
