Dear Bill:
February 8, 1989
ER 89-0236/2
In our role as Congressional Cochairmen of the Fowler-McCracken
Commission, we are writing to you for two purposes:
First, to endorse the importance of your participation -- if only for a
few minutes -- in our March 13-15 series of government-business discus-
sions as outlined in the enclosed program agenda. You will note that we
will be bringing corporate top management from the United States and
Europe to Washington to meet with the new leadership of the Bush-Quayle
Administration and the 101st Congress.
Second, to endorse the benefits of an early appointment between you and
several principals of the Fowler-McCracken Commission to discuss the
momentum we already have under way in the field of economic, interna-
tional, and national defense policies. The Commission is an ongoing
bipartisan initiative involving the leadership of the Administration,
Congress, Federal Reserve Board, private business, and some 40 cooper-
ating institutions operating domestically and worldwide.
The central thrust of the Fowler-McCracken Commission is to strengthen
government-business cooperation in the conduct of international economic
policies. Through the eight years of the Reagan-Bush Administrations,
both President Reagan and Vice President Bush challenged Commission Mem-
bers to forge "that new partnership" between business and government
that we so urgently need in order to promote solid growth and corporate
competitiveness here at home, expand trade worldwide, and strengthen
the foundations for national defense and world peace. We want to coor-
dinate our bipartisan efforts with you, and especially during these
all-important "first 100 days."
On the first point -- our March 13-15 meetings with corporate leaders --
we understand that IMDI Chairman Gene Bradley has already extended our
invitation to you on behalf of all Commission Members. Schedules per-
mitting, we respectfully suggest you join with us either Monday after-
noon, March 13 in the White House 0E0B, when Brent Scowcroft will be our
host, or Wednesday morning, March 15 in the State Department. We will
be serving as co-hosts for the Congressional meetings on the second day
-- Tuesday, March 14 -- on Capitol Hill. The Commission's Executive
Secretary, Dr. Catherine Mastny, or IMDI Vice President Diane Soucy
(Telephone: 337-1022), can provide your office with complete details.
D I The Fowler-McCracken Commission is an educational, bipartisan joint venture funded equally by the U.S. Government and the international corporate community.
The Commission actively pursues the goal of strengthening cooneration between lyisine,, and government in the conduct of tntprnutinn;11 pcnnnroic nnlicv

On the second point -- a private meeting with you to review our 1989 Commission
agenda in light of your own high priorities -- we would hope that this might be
arranged during the next several weeks, if only for a few minutes. We are
asking Dr. Mastny to call your office to see how we might best coordinate our
schedules.
With all best wishes.
Sincerely,

Dear Gene:
I appreciate your asking me to participate in the International Management
and Development Institute (IMDI) "Week In Washington" beginning March 13th.
Unfortunately, I already have several long?standing speaking engagements for
that week as well as travel plans. You also suggested that we discuss IMDI's
current plans and future goals sometime this month. As much as I would like
to meet with you, I am facing a particularly tight schedule for the coming
weeks, but I would be glad to explore other future dates.
I certainly enjoy my association with IMDI and its members and wish you a
most successful March program.
Sincerely,
William H. Webster

VICE PRESIDENT GEORGE BUSH: "When President Reagan
addressed IMDI's Board/Council and Fowler-McCracken Com-
mission Members ... he called for a 'new partnership' between
government and business in strengthening our economy and
expanding trade and investments worldwide. We today con-
gratulate the Commission on the solid progress achieved in
forging that new partnership, and we look forward to reports of
your continuing success in the months and years to come."
SENATOR LLOYD BENTSEN: "As we look out to the year 1990,
top priority should be given to determining how government and
business can cooperate more effectively in the area of inter-
national economic policy. IMD1 and the Fowler-McCracken
Commission are working to meet this need."

Invitation for IMDI/Fowlor-McCracken Commission Members to join with us in ...
flieelng Washington's New Leadership
During the "First 100 Days" of the
Bush ministration and 101st Congress
"WEEK IN WASHINGTON"
Monday-Friday, March 13-17 1989
Join with us for what promises to be one of the
most substantive, exciting, important series of
"one-on-one" discussions with the leadership
of the U.S. Government since President Reagan
entered office eight years ago. This will be our
"Week in Washington," Monday through Friday,
March 13-17, 1989 ? and especially the first
three days of that week.
Our opportunity is unique on three counts:
First, our educational "family group" is unique.
Our IMDI/FovvIer-McCracken Commission team
includes coequal members at the highest
echelons of government and business, both the
Administration and the Congress, both Republi-
cans and Democrats ? including 60 Members
of Congress and corporate executives doing
business on all continents.
Second, our outreach is unique? to 50 nations
and 80 Cooperating Organizations worldwide.
Third, the timing is unique ? during the "first
100 days" of tile Bush-Quayle Administration
and 101st Congress. Timing is important. so
that the "new leadership'. in government can
hear the "voice of business" ... and so that
business leaders can learn what to expect from
government through 1989-90 and beyond.
Discussions will be conducted with policy
officials representing:
? The White House;
? Departments of State. Treasury. Defense.
Commerce. Agriculture. Education, Energy:
? Independent agencies ? and especially the
Federal Reserve Board: and -
? Senate House leadership. with focus on
several of the Committees responsible for
international economic policy (e.g.. Banking,
Finance. Ways and Means. Foreign Affairs
Foreign Relations, Budget, Appropriations.
Armed Services).
