PURPOSE In fulfillment of the mission of the National Photographic Interpretation Center, established by authority of NSCID No. 8, a National Committee on Photographic Exploitation Equipment will be . set up under the auspices of the NPIC. The purpose of the Committee will be to provide a mechanism whereby concerned agencies may exchange information about photographic exploitation research and development, including the exploitation aspects of future image- forming collection systems. This will promote an integration of effort and minimize unnecessary duplication and expense in the research, development, and evaluation by the several departments and agencies carrying on photographic exploitation efforts. . 2. BACKGROUND Since 1955, a number of joint committees have met formally and informally to exchange information, to coordinate solutions to problems, and to standardize techniques for development and procurement of equipment in fields related to the exploitation of photography for intelligence uses. Sin !e 1961, the NPIC Joint Procurement Committee has worked toward coordinating these efforts on an informal basis. The increased sophistication of collection` systems together with a concurrent growth in the role of the exploitation effort have placed additional responsibilities upon NPIC. More than ever there is need for an early and continuous exchange of information concerning exploitation aspects of new collection systems and of the development and procurement efforts of those concerned with this activity. 3. MEMBERSHIP The Chairman of the Committee will be the Assistant for Plans and..-Development, NPIC. The Committee will be composed of a representative from each of the following departments and agencies of the United States Intelligence and Technical Communities: NPIC, NRO, DIA, CIA, Air Force, Army, and Navy. Each member should have a broad knowledge of the requirements, R&D programs, and exploitation activities of his department or agency. An alternate should also be designated. RESPONSIBILITIES The National Committee on Photographic Exploitation Equipment will perform the following functions: a. Exchange information about photographic and other , image-forming sensor exploitation research and development carried on throughout the various components including the exploitation aspects of new collection systems. b.. Provide the community with technical information on specialized equipment used in the exploitation of reconnaissance photography. c. Provide a means for liaison and coordination with all organizations dealing with activities, programs, and projects related to photographic exploitation. d. Provide the Intelligence and Technical Communities the opportunity to engage in joint procurement of specialized exploitation equipment. e. Establish those specialized task groups necessary to study selected development problems related to photo exploitation. 5. ADMINISTRATION The Committee will meet at such times and places as designated by the Chairman. A secretariat will be established within the Plans and Development Staff, NPIC, to service the committee and to serve as the focal point for all Committee business and arrangements.
