North Korea for its involvement in the destruction of KAL 858:
limited contacts by Japanese diplomats with North Korean
counterparts in third countries, a ban on official travel to

Japan will also bar entry to North Korean officials and make
strict entry checks on other North Koreans. Sanctions stop
