The Director of Central Intelligence (DCI) also attended this briefing given especially for Mr. Shultz. The Deputy Director for Physical and Technical Security (DD/PTS) announced that the battle of the budget continues to dominate PTS activities. DD/PTS has recently attended four or five sessions with the Intelligence Authorization Committees in preparation for a hearing scheduled for 24 April with the Senate Select Committee on Intelligence (SSCI). The SSCI hearings will concentrate on appropriations for countermeasures for the Intelligence Community. On 9 April, DD/PTS briefed SSCI staff members for almost two hours on the PTS program. The staff members indicated their support of our program and our positions. REDUCTION IN AMERICAN PRESENCE OVERSEAS The DCI and the Deputy Director for Administration (DDA) attended a meeting at the White House last week, chaired by the Secretary of State, on the topic of reducing the American presence overseas. Due to the increasing terrorist threat against Americans and the balance of payments issue there is currently a movement to reduce that presence. Deputy Secretary of State Whitehead has been tasked, as a result of this meeting, to produce a report on this topic before 1 July. 4. CELEBRATION FOR GENERAL WILLIAM J. DONOVAN Chief, Physical Security Group (C/PSG) announced that there will be a celebration at the Headquarters building on 2 June to honor the late General William J. Donovan. It is expected that 500 people will attend. Headquarters Security Division (HSD) and the Security Protective Service (SPS) will be tasked with the security arrangements for this affair. 5. SECURITY ADJUDICATIONS STANDARDS SEMINAR Chief, Clearance Group (C/CG) commended the individuals in Clearance Group and Security Education Staff who planned and executed the highly successful Security Adjudications Standards Seminar on 8 and 9 April. Attendees included a broad spectrum of personnel from various Agency components as well as representatives from Intelligence Community Agencies and private industry. Participants included behavioral scientists who provided medical and research perspectives on security adjudication. The Seminar was well received and has received many favorable comments on the program. UNAUTHORIZED DISCLOSURES On 9 April, the Director of Security, the General Counsel and Chairman, SECOM met with the DCI to discuss the issue of unauthorized disclosures and to develop a position to be presented to the National Security Council by on 10 April. The Agency is proposing two approaches to the problem of unauthorized disclosures. CIA will seek new legislation and will recommend that a Special Unit be established in the Department of Justice to investigate and either prosecute or bring some administrative action against those found to be responsible for a disclosure. The emphasis will be on encouraging the investigative pursuit of an unauthorized disclosure even if it doesn't lead to prosecution since it is believed that administrative action taken against responsible individuals would also be an effective deterrent. 8. CASELOAD IN SECURITY RECORDS DIVISION Chief, Security Records Division (C/SRD) noted that receipts of new cases from the staff side and from the industrial side are down this month. Although the Office is expecting a significant increase in new cases to be processed, that increase has not yet occurred. 9. POLYGRAPH CASE PROCESSING Chief, Polygraph Division commended a group of secretaries who are currently assigned to various OS offices in the Building for their productive work last weekend in reducing the backlog of untyped polygraph cases. This completes a long awaited milestone for the 4C System and for NSA. 13. CAREER INTELLIGENCE MEDAL The Career Intelligence Medal was awarded to the occasion of his retirement party on 3 April 1986. 14. AGENCY RETIREMENTS The Associate Deputy Director for Administration (ADDA), Mr. James McDonald has also announced his retirement to be effective at the end of May 1986. 15.
