Enclosed are the minutes of that meeting. Subsequent to the meeting, the plans as presented were delivered to VDH$T for implementation. Although the design review process has been completed, we will advise members of the TAC if any significant issues develop regarding the off site road improvements during the coming months. On 17 October 1986, the thirteenth meeting of the CIA Traffic Advisory Committee (TAC) was held in the offices of the Virginia Department of Highways and Transportation (VDH&T). The Chairman called the meeting to order at 10:10 a.m. He gave a brief summary of the activities which had taken place since the last formal TAC meeting, including agreements reached at two special meetings with the residents of Evermay Section 7. He then introduced Mr. John Fowler of Dewberry and Davis. 2. Mr. Fowler gave an overview of the project with emphasis on design features which were incorporated as a result of the special meetings noted by the Chairman. The new items noted were a traffic signal at Merchant's Lane, a seven-foot precast concrete barrier finished with exposed aggregate on both sides, and retention of existing desirable trees with a substantial amount of supplemental plantings. 3. Mr. Maxfield asked whether there were plans to extend the present pathway along Rt. 123 westward. No one present could answer the question. The Chairman stated this was outside the scope of the TAC meeting. 4. Mr. Fowler stated he had a complete set of design plans at the meeting available for review. 5. Mr. Maxfield asked how large the largest traffic sign will be. Mr Fowler stated that the largest signs were 5 feet by 5 feet and 4 1/2 feet by 8 feet. No sign would be larger than any of the signs presently in the area. 6. Mr. Maxfield asked how mature the provided vegetation would be. Mr. Fowler responded that several varieties of pines would be planted which would be approximately 8 feet in height. He thought that in 5 years they may reach a height of 12-14 feet. Certain trees would be smaller depending on the species since certain varieties do not transplant well when more mature. 7. Delegate Andrews inquired as to how this plan ties in to the other improvements planned for Rt. 193. Mr. Farley of VDH&T stated he did not know the present status because there have been complications due to the discovery of archaelogical artifacts in the area. He stated he would advise the attendees of the status of the projects. Delegate Andrews also asked whether the jogging/walking path would be extended from the Langley High School area to join up with the path provided near the Fairfax County ballfields. Mr. Farley stated he thought that plans might be on file with VDH&T regarding that issue. He and Delegate Andrews were to discuss this issue after the TAC meeting. The Chairman stated that whatever the case may be, this issue is outside the scope of the TAC. Mr. Long stated that there will be a public hearing on the issue in May 1987 and that bids for the project are scheduled to be opened in July 1988,-The Chairman stated that CIA has committed to provide $500,000 in funds in FY 88 for this project. 9. Mr. Bozarth stated that several meetings ago, residents asked that the excess right-of-way somehow be preserved as open land. He asked whether the State had indeed made such a commitment. Although a firm answer could not be given, several members of the TAC indicated that they had seen some correspondence to that effect. (N.B. A copy of VDH&T letter dated 5 March 1986 which states that the area will be retained as open space is attached to these minutes.) Mr. Bozarth stated that the CIA offsite road improvements program needed to be brought before the National Capital Planning Commission. There ensued a discussion between the Chairman, Mr. Bozarth, and representatives from VDH&T regarding procedural issues required to allow VDH&T to advertise the project without further delay. It was decided that these procedural issues would be discussed after the formal meeting and that all parties will work towards a solution which would not further impact the project schedule. 10.
