1. The nirector of Central Intelligence has approved the preparation of
an Interagency Intelligence memorandum on Possihle Soviet Actions Related to
the US Strategic flefense Initiative. The Concept Paper and Terms of Reference
are attached. The M will he prepared under the joint auspices of the
National Intelligence Officers for Strategic Programs and Science R
Technology. The principal drafter will he of SnvA/CTA.
