DRAFT INTELLIGENCE COMMUNITY LEGISLATIVE PROGRAM FOR THE
FIRST SESSION OF THE 101ST CONGRESS, CALL FOR ITEMS
By memorandum dated July 26, 1988, you requested the
members of the Intelligence Community to propose items for
inclusion in the Community Legislative Program for the first
session of the 101st Congress. The FBI desires that the upcoming
legislative package include the two FBI proposals submitted to the
second session of the 100th Congress. The first of those items
would provide authority, by amendment of the Fair Credit Reporting
Act, for the FBI to access consumer credit information from a
consumer credit reporting agency. The second item would provide
means for the FBI to access information on current or former
residences or employment from Social Security records of the
United States Secretary of Health and Human Services or from the
United States Secretary of Labor. Each of these provisions would
allow the FBI to access information relating to an individual or
group for investigative purposes Whenever there are specific and
articulable facts giving reason to believe the person or group is
an agent of a foreign power as defined by the Foreign Intelligence
Surveillance Act of 1978.
