We received requests for declassi- fication of this study last October from the Department of State and the National Security Council and, therefore, we are able to provide you with a copy for your use. Assistant Secretary Motley had an effort underway several months ago to distribute copies of the unclassified version to Latin American leaders and Constantine Menges of the NSC has, hoped to make it available to European politicians. Similar efforts may be underway elsewhere. There is a Spanish language unclassified text available. If I can be of any further assistance, please let me know. Yours, William J.
