SUBJECT: National Policy on Granting Access to U.S.
Classified Cryptographic Information
The attached proposed National Policy for Granting Access to U.S.
Classified Cryptographic Information has been approved by the
National Telecommunications and Information Systems Security
Committee (NTISSC) and forwarded to the National Security Advisor
for review and approval.
The policy reinstates formal cryptographic access and was devel-
oped in recognition of the need to insure that the human element
be considered when determining access to cryptographic informa-
tion. Your comments and concurrences by July 5, 1988, would be
appreciated. Upon receipt of your comments, you will be advised
as to proposed changes, if any, in the policy.

In accordance with NSDD 145, the Secretary of Defense is desig-
nated as the Executive Agent of the Government for Telecommunica-
tions and Information Systems Security. 'Upon your concurrence,
the proposed national policy will be forwarded to the Secretary
of Defense for implementation.
