LEVIN Assistant to the Attorney General and Chief of Staff Department of Justice Chief of Staff National Security Agency SUBJECT: National Policy on Granting Access to U.S. Classified Cryptographic Information The attached proposed National Policy for Granting Access to U.S. Classified Cryptographic Information has been approved by the National Telecommunications and Information Systems Security Committee (NTISSC) and forwarded to the National Security Advisor for review and approval. The policy reinstates formal cryptographic access and was devel- oped in recognition of the need to insure that the human element be considered when determining access to cryptographic informa- tion. Your comments and concurrences by July 5, 1988, would be appreciated. Upon receipt of your comments, you will be advised as to proposed changes, if any, in the policy.
