the recent Albanian Government reorgani-
zation is attributed to the over-all Soviet plan as set forth in the new political
directives for change of administrative structure of the Satellites, This
change is particularly noticeable with regard to the separation of the Police
Organization from the Government and the Party.
2. The resignation of the Chief of State (President of the Presidium) was probably
at the request of Hoxha, who considered Nishani too intellectual and not suffi-
ciently inclined toward the orthodox Communist line. His successor, Haxhi Lleshi,
the new Chief of State, is a fanatical Communist who had a long record of partisan
experience during the war.
3. Hoxha's awn position has been strengthened by the changes since his rival,
Mehmet Shehu, even though he is still second in power in the regime, has lost
the direct power which he exercised within the Party. Meanwhile, Hoxha has
been able to surround himself with collaborators devoted to him personally and
to Communism.
4. The decision announced on 4 August 1953, by both Moscow and Tirana to elevate
their respective diplomatic representations to the status of Embassies was
timed to follow closely the tripartite note in Athens. In addition, it was
also timed to coincide with the Soviet reorganization of the Albanian Govern-
ment and with Hoxha's speech praising the close Soviet-Albanian friendship.
In Tirana the former Russian Minister, Levichkin, was appointed Ambassador.
It is believed that this decision constituted a definite confirmation of the
perfect understanding between Albania and Moscow, and it is an open manifes-
tation of Moscow's deep interest in Albania at the present time.
From the above information the following conclusions may be drawn:

a, Russia has displayed keen interest in maintaining in Albania a solid
Communist Government perfectly in harmony with the directives of the
Kremlin,
b. Albanian Communist discipline and in particular in the higher cadres
has been excellent. It is probable that Shehu was kept on in the
Government to maintain a, permanent counter-exchange with Hoxha.
c. Reorganization was studied, prepared and applied with calm and tran-
quillity sliming that the control of the rulers of the country is
solid.
d. The orthodox channels, exclusively and fanatically tied to Ebscow?
are today represented in the new Tirana cabinet in a much more decisive
manner than before.
