'The Mgr= and Community 'Health Centers programs are the pre tnary Federal programs designed to assure that health care is provided to medirally underserved areas of the country, particularly to our rural States, and to medie.ally urcrierserved populstions. In fiscal year 1988, these programs se i ved an estimated 525 me- her. urban and rural residents and 470,000 migrant and seasonal farm workers.
