LOCATION OF ARMY-LEVEL UNIT, LAN-CHOU MILITARY REGION, CHINA
1. Facilities sufficient to house an army-level unit have been identified in Shensi Province,
Lan-chou Military Region,
2. Located along the Wei Ho (river) valley northeast of Hsi-an, the facilities encompass an
area totaling nearly 3,000 square nautical miles. Facilities are centered around three divisional areas:
Pu-cheng, Yao-hsien, and Wei-nan, with army-level headquarters elements probably at Lin-tung (Figure
1 and Table 1).
3. Although the initial observation of construction varies within each divisional area, a general
time frame of July to October 1972 appears common to each. All of the division areas exhibit
an unusual, although not unique, construction technique, in that approximately 75 percent of the
buildings have been emplaced into sides of ravines and are partially underground (PUG). This
construction technique may be the result of a desire to protect and hide facilities, or it may be
an extensive effort to preserve the valuable cropland of the Wei River valley, or both (Figure 2).
4. The division at Wei-nan is housed in nine military areas comprising four regiments.
Construction of most of the facilities began during mid-1972 and is now nearly complete.
5. Five military areas, four of which are regimental in size, comprise the division at Yao-hsien.
Although construction in some areas began in mid-1972, some was begun as late as July 1973 and
is still incomplete.
6. Elements of the division at Pu-cheng are housed in six areas, four of which are regimental
in size. Similar to the division at Yao-hsien, construction in the Pu-cheng area began generally in
mid-1972, although several areas are still incomplete.
7. The army-level headquarters elements appear to be housed at two installations: Lin-tung
Army Barracks AL 1 and Lin-tung Army Barracks AL 2. These barracks areas basically are
standard-type aboveground army barracks dating to November 1968. Several PUG buildings were added
to existing facilities after mid-1972.
